I. Industry Review in 2018
2018 is the opening year for in-depth study and implementation of Xi Jinping's new era of socialism with Chinese characteristics and the party's 19th spirit, and the implementation of various work arrangements. at the " national ecological environment protection conference" held on may 18, it was clearly pointed out that " efforts should be intensified to promote the construction of ecological civilization, solve ecological environment problems, resolutely fight the tough battle of pollution prevention and control, and push the construction of China's ecological civilization to a new level." This year, the environmental protection industry provided reliable technical, equipment, engineering and service guarantees for ecological civilization and environmental protection, provided effective support and made important contributions to improving the quality of ecological environment.
1. Main Policies
2018 is the first year in which the newly revised " Water Pollution Prevention Law of the People's Republic of China" and " Environmental Protection Tax Law of the People's Republic of China" are implemented and the " Action Plan for Water Pollution Prevention" is comprehensively promoted. According to the requirements of the new " Water Pollution Prevention Law" and the relevant national " 13th Five - Year Plan", in 2018, the state and local governments successively issued a series of policies, regulations and management systems related to water pollution control, and correspondingly carried out a series of special actions. In addition, the state actively promotes the implementation of systems such as sewage permit management and third-party treatment, which are of great practical significance to the treatment of water pollution.
In terms of industrial wastewater treatment, in order to promote technological progress in pollution prevention and control and improve environmental quality, in 2018 the Ministry of Environmental Protection successively issued " Technical Policy for Pollution Prevention and Control in Beverage and Wine Manufacturing Industry", " Technical Policy for Water Pollution Prevention and Control in Ships" and formulated technical guidelines for pollution prevention and control in slaughter and meat processing, pulp and paper making, sugar manufacturing, ceramics, coking chemistry, glass manufacturing and other industries. In addition, since February 2018, when the " General Provisions for Application and Issuance of Pollution Discharge Permits" was issued, technical specifications for application and issuance of pollution discharge permits in various industries such as agricultural and sideline food processing, wine and beverage manufacturing, livestock and poultry breeding, fertilizer manufacturing, water treatment, etc. have been formulated, which scientifically and effectively guide the discharge and treatment of various types of industrial wastewater.
In February 2018, the Ministry of Environmental Protection adopted the " Green Shield 2018" National Nature Reserve Supervision and Inspection Special Action Plan "," National Centralized Drinking Water Source Environmental Protection Special Action Plan " and the" 2018 Black and Odor Water Treatment and Urban and Park Sewage Treatment Facilities Construction Special Action Plan ", focusing on special supervision and inspection of nature reserves, drinking water sources and urban and park sewage treatment facilities, and issued a series of supporting documents such as the" National Centralized Drinking Water Source Environmental Protection Special Action Guarantee Coordination Work Plan ". Various localities have also successively issued supporting policies, standards and remediation plans. For example, Hubei Province has formulated the " Comprehensive Wastewater Discharge Standard for the Middle and Lower Reaches of the Hanjiang River in Hubei Province", stipulating concentration limits for 16 pollution factors such as chemical oxygen demand, ammonia nitrogen and total nitrogen. The middle and lower reaches of the Hanjiang River are divided into three types of control zones, namely, special protected waters, key protected waters and general protected waters. The new standards are used to strengthen supervision and management in the basin and promote optimization of industrial structure and reasonable adjustment of spatial layout of the basin. In addition, in December 2018, the Ministry of Ecological Environment, the National Development and Reform Commission and the Ministry of Natural Resources jointly issued the Action Plan for Comprehensive Management of Bohai Sea, proposing that through three years of comprehensive management, the amount of land-based pollutants entering the sea should be greatly reduced and the deterioration of Class V water bodies in rivers entering the sea should be significantly reduced. Realize the stable discharge of industrial direct sea pollution sources up to the standard.
In the promotion of the above-mentioned water environment management work, China has gradually formed a water environment management system with the government as the lead, enterprises as the main body, social organizations and the public participating.
2. Industrial Development
The water pollution control industry involves many industries, large quantities and wide areas, involving optimization of industrial structure, promotion of cleaner production level, long-term and stable operation of control facilities, monitoring and supervision, etc. In 2018, the water pollution prevention and control work has achieved comprehensive improvement under the cooperation of government supervision, enterprise follow - up, social organizations and the public, and the water environment quality is tending to improve. With the development of comprehensive treatment of rural sewage and black and smelly water bodies, the overall water pollution treatment industry market is still on the rise.
3. Hot spot technology
Traditional sewage treatment technology can be broadly divided into biological treatment technology, physical and chemical treatment technology and ecological treatment technology. In terms of biological treatment technology, activated sludge process, various deformation processes and membrane bioreactor are still widely used in comprehensive sewage treatment systems in various towns and industrial parks. Compared with biological treatment technology, physical and chemical treatment technology can remove more kinds of pollutants more effectively, so it has been more applied in industrial wastewater, urban wastewater upgrading and some industrial circulating water. Ecological treatment technology has strong advantages in the treatment and restoration of water ecosystems in regions or watersheds. In addition, some emerging technologies such as nanotechnology, catalytic oxidation technology and radiation technology are gradually being accepted and adopted by the market.
II. Development Prospect in 2019
2019 is a key year in the three major campaigns of prevention and control of air, water and soil pollution. With the implementation of environmental protection tax and pollution discharge permit and the continuous increase of environmental protection policies in various regions, the water pollution control market will still develop vigorously. The development trends in several key areas are as follows:
1. Around the goal of " fighting a good battle for the annihilation of black and smelly water bodies in cities" and basically eliminating black and smelly water bodies in built-up areas of cities at prefecture level and above, there will still be great market demand for various types of special sewage treatment machinery, municipal pipe networks, sludge treatment and disposal equipment, membrane modules, pharmaceuticals and other environmental protection products in the aspects of rainwater collection and treatment in the early days of the city and promoting " quality improvement and efficiency improvement" of sewage treatment facilities in cities and industrial parks.
2. Focusing on the " agricultural and rural pollution control battle", it will promote the vigorous development of miniaturized, automated and integrated sewage treatment systems, ecological breeding and planting in the fields of rural sewage collection and treatment, investigation and treatment of sewage receiving pits and ponds, agricultural non-point source pollution control, resource utilization of livestock and poultry manure, and dry toilet renovation.
3. Focusing on " strengthening the protection of water ecosystems in rivers, lakes and reservoirs", pollution control, ecological restoration and water source protection in rivers, groundwater, lakes, coastal wetlands and other fields will promote the development of new equipment and product manufacturing industries such as anti-seepage systems for regional comprehensive restoration and construction projects and ecological restoration of river courses.
4. Focusing on the " comprehensive treatment of river basins and coastal waters", aiming at the comprehensive treatment of water pollution along river basins, coastal industrial zones and industrial parks and the treatment of highly difficult wastewater in heavily polluted industries, the production and manufacture of core equipment, high-end materials and pharmaceuticals for industrial wastewater treatment will be promoted. At the same time, the development of water environment monitoring instruments, emergency management platforms and software systems will attract the attention of the industry.
